Deona Knight serves as the Board Chair for the STARS Board of Trustees. Deona has 23 years of experience in public sector human resources. In that time, she has administered retirement system benefits for municipalities. Deona believes that having a competitive benefit package is key to employee retention. She aims to support the STARS retirement program which provides low rates to employees.

Richard Averett

Richard Averett co-founded the California Public Agency STARS (Self-Directed Tax-Advantaged Retirement System) in 2001. STARS is two statewide trusts for 401(a) and 457(b) services. These trusts have been established to provide Deferred Comp/Defined Contribution services to public agency employees. Richard currently serves as a member of the STARS Board of Trustees since retiring from his position as Executive Director for Regional Government Services (RGS), a Joint Powers Authority serving other public agencies, which he held since 2002.

Joseph Chan

Joseph Chan is currently a member of the STARS Board of Trustees.  He retired from the Association of Bay Area Governments in 2009 after serving 26 years as Finance Director/CFO of the agency. In his retirement, Joseph continues to be professionally active by offering pro-bono management services to non-profit organizations.He is active in philanthropy in support of various societal causes. Joseph is a Certified Public Accountant (certificate inactive), and holds current memberships in the American Institute of CPAs and the California Society of CPAs. He studied business at the University of Wisconsin-Madison where he graduated with an MBA degree.

Indian Valley Community Services District supplies water and sewer services to the communities of Greenville, Taylorsville, and Crescent Mills in the beautiful Indian Valley located in Plumas County California. The Community Services District (CSD) serves as the local government for Indian Valley. It is similar to a city government, supplying such services as fire protection, fresh water, street lighting, wastewater treatment, ambulance, and recreational facilities.

The Town of Discovery Bay Community Services District (CSD) provides and manages water, sewer, landscaping and recreation services for over 14,000 year-round residents. The Town of Discovery Bay was established in the early 1970’s and its residents enjoy small-town living against the backdrop of over 1,200 miles of Delta waterways. In partnership with the community, the CSD strives to provide effective and fiscally responsible municipal services in a manner which promotes a high standard of community life with a focus on the environment and the Delta.

After a careful review of the STARS program, the Town of Discovery Bay CSD selected STARS to best serve the needs of their employees. STARS also provides an opportunity for the CSD to participate with other public agencies to help STARS remain a valuable resource for all public employees.
